Decentralization: Expansion of the regions’ powers except security and defense

It is expected that Morocco will begin to download the system of administrative decentralization which seeks to enable regional interests from a range of competencies of the central administrations of the state, after the decree was published as a national charter for the administrative center.

The decree issued by Prime Minister Saad Eddine ElOthmani, signed by the Minister of the Interior, the Minister of Economy and Finance and the Minister of Public Service, exempted a number of sectors from the transfer of powers to the authorities, primarily national defense and security.

The final provisions of the decree stated that its provisions do not apply to the ministerial sectors in charge of justice, endowments and Islamic affairs, the Department of National Defense, the departments responsible for internal security, and ministerial sectors that do not have decentralized interests.

The decree, which entered into force on Thursday, the date of its publication in the official bulletin, in which Morocco will launch a new phase in its political system, stipulates that the provisions stipulated in defining the terms of reference of the decentralized interests in force are valid until such time as they are compensated.

The decree will enable the decentralized interests of the region to be part of a range of competencies. It will contribute to the preparation of the state program of action at the regional level, under the supervision of the governor of the region, the necessity of activating the decentralized interests at the level of the provinces and regions and strengthening the partnership relations between the state and the dust communities.

The Moroccan state aims to reduce the burden on central administrations by speeding up decisions at the local level rather than waiting for the decision of the central command, ease of coordination between departments in the region or region, and motivating local officials by allowing them to participate in decision-making processes.

In contrast, the executive faces many problems, according to a diagnosis prepared by the government in advance, such as the continued dominance of the central administration over the decision centers, a clear discrepancy between the decentralization process and the path of administrative decentralization and the low quantitative and qualitative qualifications of human resources at the local level, To attract more talent, in addition to the difficulty of working within the relationship between ministries.

The government decree is based on the principle of transferring the initiative to decentralized interests in the implementation of public policies that are prepared at the central level, and is a vision in which the central authority is represented in the representation of the central administration at the territorial level.
