Morocco authorizes self-production of electrical energy

The Government Council, meeting under the chairmanship of the Head of Government, Aziz Akhannouch, adopted Bill No. 82.21 relating to the self-production of electrical energy.

Presented by the Minister of Energy Transition and Sustainable Development, Leila Benali, this bill adapts the legislative and regulatory framework governing the self-production of electric energy, indicated the Minister Delegate in charge of Relations with Parliament, speech of the government, Mustapha Baitas, during a press conference, at the end of this Council.

It aims, in particular, to regulate the activity of self-production of electric energy for self-consumption purposes, whatever the source of production, the nature of the network, the level of voltage or the capacity of the electricity supply. The installation used, while ensuring the security of the national electricity network and compliance with the principles of transparency and non-discrimination between the various stakeholders, Baitas said.

This bill, he argued, is based on a number of fundamental principles, including the right for any natural or legal person under public or private law to benefit from the status of self-producer, with a few exceptions, in accordance with the principle of neutrality.

Likewise, this bill provides for three systems which regulate self-production in the event of connection to the electricity networks (declaration system, connection approval system and authorization system), as well as control measures, respect for the application of the provisions of the law and penal and administrative sanctions, noted Mr. Baitas.
