The Kingdom of Morocco seized, on Thursday, the Security Council and the Secretary General of the United Nations about the violations and provocations of the “polisario” in the buffer zone of Guergarate, as well as to the east of the device of defense in the Moroccan Sahara.
“On behalf of the Government of the Kingdom of Morocco, I would like to bring to your attention that the ‘Polisario’ persists in its violations and provocations in the Guergarate buffer zone, as well as in the East of the defense system in the Moroccan Sahara”, read in the two letters addressed by the Ambassador, Permanent Representative of Morocco to the UN, Omar Hilale, the Security Council and the SG of the United Nations.
In this regard, Morocco, with supporting evidence and photos, draws the attention of UN Security Council and UN Security Council members to the following three violations:
On 6 January 2019, armed militias of the ‘Polisario’ organized military maneuvers and combat exercises, with heavy equipment and live ammunition, in the town of Mheiriz, to the east of the defense system in the Moroccan Sahara.
On January 7, 2019, the ‘polisario’ proceeded to the displacement of a so-called ‘administrative structure’ in this same locality of Mheiriz.
On January 8, 2019, the ‘Polisario’ deployed two military vehicles in the Guergarate buffer zone.
Therefore, the Kingdom of Morocco has been anxious to “strongly condemn” these “destabilizing” acts that violate the N.1 Military Agreement and “dangerously threaten the ceasefire,” claiming that they are “clearly an affront to the Security Council and a challenge to its authority.
“These actions constitute a flagrant violation of the provisions of resolution 2414 of 27 April 2018, in which the Security Council ordered the ‘polisario’ to withdraw immediately from the Guerguerate buffer zone and ordered it not to engage in destabilizing acts of displacement of administrative structures in the East of the defense system in the Moroccan Sahara”, underlines the text of the letters addressed to the Council and the Secretary General.
More seriously, we read again in both letters, these acts represent a “reprehensible denial of the commitments of the ‘polisario’ not to return to the buffer zone of Guergarate, nor transfer any structures to the east of the defense”.
The two documents also recall that these commitments were expressed by the “polisario” to the Personal Envoy Horst Köhler, during his visit to the Tindouf camps on June 26, 2018, and were communicated by the Personal Envoy to the members. of the Security Council, on 8 August 2018 and included in the Secretary-General’s report of 3 October 2018.
Finally, these provocations violate resolution 2440, of 31 October 2018, by which the Security Council took note of the “assurances” provided by the “polisario” to the Personal Envoy of the Secretary-General not to move administrative structures to the Sahara. and its willingness to fulfill its obligations with regard to the buffer zone at Guerguerate, in accordance with resolution 2414.
The Moroccan letters recall, in this sense, that the Security Council has, in particular, asked the “polisario” to fully respect the commitments it has made to the Personal Envoy concerning Bir Lahlou, Tifariti and the buffer zone at Guerguerate.
The Kingdom of Morocco has denounced the duplicity of the “polisario” which claims the existence of a humanitarian crisis in the Tindouf camps and demands the increase of humanitarian assistance, while spending millions of dollars in military maneuvers. This should appeal to the international community in general and donor countries in particular.
“It is obvious that by resorting to escalation and provocations, and by ignoring its commitments, the ‘polisario’ aims to torpedo the efforts of the UN Secretary General and his Personal Envoy to relaunch the political process, the day after the success of the round table of Geneva, on December 5 and 6, 2018 and on the eve of the second round table, planned in the coming weeks”, observes the Kingdom of Morocco.
In his two letters, Ambassador Hilale recalled that the Security Council had expressly conditioned the progress of the political process, to the final cessation of violations of the “Polisario” on the ground, stressing that Resolution 2440 clearly states that ” Polisario’s full respect for these commitments will help maintain the momentum for the political process.”
The ambassador of Morocco has finally warned the SG and the Security Council that the Kingdom of Morocco can not tolerate the recurrence of these provocations that seriously threaten regional peace and security and jeopardize the efforts of the Secretary General of the UN and his Personal Envoy, calling on them, as well as MINURSO, to condemn these violations and demand the “polisario” to stop them immediately, to implement its commitments and to respect the Security Council resolutions.
